Delivering Better Outcomes Together

The National Delivery Support Offer

To support national implementation of the SEND Reforms, the Department for Education has commissioned a national delivery support offer called ‘Delivering Better Outcomes Together’, made up of a partnership between Mott MacDonald, the Council for Disabled Children and the National Development Team for Inclusion.

Details of each of the 7 key strands can be found below.

SEND Regional Network Support

This strand is delivered by Mott MacDonald and offers the following services:

  • Flexible support days
  • Team Around the Region Meetings
  • Regional Lead Network Meetings
  • TeleKits
  • A single point of contact for incoming and outgoing communications and support for the SEND Regional Leads via a phone and email helpdesk

SEND Adviser Service

Mott MacDonald is managing the SEND adviser service which provides specialist advice and support to local authorities and their partners.

Joint Working (Health) Strand

This strand is delivered by the Council for Disabled Children and offers the following services:

  • Regional workshops for health and local authority commissioners
  • Flexible support for regional leads
  • Flexible regional training days
  • Option to host national Accelerated Working Group (AWG) on health
  • Support to local areas

Information Advice and Support (IASS)

The Information, Advice and Support Services Network is delivered by the Council for Disabled Children and offers the following support:

  • Training sessions on health and social care
  • Legal training for all IASS
  • Updates to IAS services on latest news, research, trends, and policy
  • National website and phone line
  • Attending regional IAS meetings
  • Advice and Information for Local Authorities on commissioning/supporting IASS

SEND Reforms Leadership Programme

The National Development Team for Inclusion (NDTi) are piloting the SEND Reforms Leadership Programme, which consists of 7 modules with:

  • Two day residential modules focusing on leadership, personal style and achieving change.
  • Two day modules focusing on participation and inclusion.
  • Two day ‘menu’ modules focusing on a range of SEND best practice issues.

Preparing for Adulthood (PfA)

This strand is delivered by Preparing for Adulthood (NDTi) and offers the following support:

  • Liaison with Regional Leads.
  • Demonstration sites to support further progress in PfA to show what is possible in delivering the PfA agenda
  • Support to professionals and commissioners to establish/maintain sustainable PfA (Transition) learning networks in each region.
  • Partnership Workshops within each region
  • Flexible support 1.1 days to help LAs and partners implement the PfA aspects of the SEND reforms.

Tribunal Pilot Facilitator

Mott MacDonald is pilot facilitator for the Tribunal pilot. This will test the extension of the SEND Tribunal’s powers to hear the health and care elements of appeals and make non-binding recommendations.
